Well, I don't mind sharing the reasons except that I know it will
precipitate a slew of messages telling me I should fire my client because of
what he insists on doing with his computer system:

The client likes simple passwords. He knows all the reasons that this is a
bad idea, and he doesn't care, and while I let him do as he pleases with his
system and his business (I do have a signed release!), I've managed to
convince him that simple passwords are a bad idea for OWA (that's the only
service available through the firewall).
