If running STANDARD...
You could use a GPO to restrict the user from running Internet Explorer (the
actual app)
If running PREMIUM (ISA installed)...
Only allow access to SABRE location via ISA (can do everything you
mentioned) and deny everywhere else. The GPO will work here as well.
