Check the permissions of Inetpub\sbsflt folder.
It should have inheritance permissions from Inetpub folder itself.
Administrators: Full Control
Creator Owner: Special (Full Control on Subfolders and files only)
Interactive: List Folder Contents and Special (Travese Folder/Execute File,
List Folder/Read Data, Read Attributes, Read Extended Attributes, Read
Permissions on This folder and subfolders. List Folder/Read Data, Read
Attributes, Read Extended Attributes, Read Permissions on Files only.)
Network: List Folder Contents and Special (Travese Folder/Execute File,
List Folder/Read Data, Read Attributes, Read Extended Attributes, Read
Permissions on This folder and subfolders. List Folder/Read Data, Read
Attributes, Read Extended Attributes, Read Permissions on Files only.)
System: Full Control
Users: Read & Execute, List Folder Contents, Read, and Special (Travese
Folder/Execute File, List Folder/Read Data, Read Attributes, Read Extended

Next, go to Default Web Site, Properties, ISAPI Filter tab. Remove the
SBSFLT filter, then put it back (Name: SBSFLT. Executable:
C:\Inetpub\sbsflt\sbsflt.dll). Click that filter and click Move Up to move
the filter to the top. Stop and Start the website again.
