Make IIS V6 2003 Server React with the Desktop

Hi.. Have an application that is legacy win2000 server that we are now
trying to migrate to our new win 2003 small business edition server. On the
Win 2000 IIS v5 server the settings were as follows:
In the service manager under IIS Service under Log On we checked the box
"allow service to interact with desk top"

In the webserver under the website/ properties/ Home Directory/
Checked allow scripts and executables
Read properties
Low memory (IIS Process)

Created a virtual directory "cgi-win " with the same scripts and executables
properties
In the cgi-win sits the file that interacts with the db system that works
just fine under Win2K server.

I now move to the Win2003 Server and do the same settings.... Allows IIS
v6.0 to interact with desktop, Check the scripts and executable box, Check
the Read Properties, and select the DefaultAppPool memory allocation. In
the browser i put in the command line to react with the db App and i get
error 404 file or directory cannot be found. The application is not
responding.

What is different about the Win 2K Vrs Win2003 server to allow the
application to work with the desktop?
