How do you detect that?

That can happen even when the CPU & graphics card are unpowered. See what
the screen looks like when the AC cord is removed from the PC.

That's suspicious. Maybe it's not UPS but a SW or BIOS issue of somekind.
Do you have the latest mobo BIOS installed?
