You would set custom permissions for the specified user.

Set the Sharing permissions to Domain Users Full Control.

On the NTFS permissions give them the normal Read & Execute, List Folder
Contents and Read, and also give them the specific Delete subfolders and
files. This will allow them to read and delete what is there, but not
change the contents of files in the share.
