There will not be any pratical way to make use of the Outlook 2003 filter
rules because this is client side. You could install the Exchange 2003 SP1
with IMF as recommended by Gary to reduce your spam, you may also want to
consider configuring connection filter to block black listed servers.

Although the above will help reduce the spam, using a duplicated external
account is not the best way of achieving this e.g. any emails he deletes on
his office workstation will appear again in the external account etc. What
type of mobile phone is he using ? There are a number of VPN applications
available for various platforms such as Symbian which he could VPN into the
server on, and then pickup his mail direct from your server. Failing that,
if his cell phone has a web browser, he could use OWA-Mobile which would
also give him access to his mail directly on the server.
