Server connection slow

Hi

After in-place upgrade from sbs2000, users are complaining of slow response
such as when browsing internet. On the server I find that when I run an app
that uses either explorer (control panel etc.) or mmc (server management)
they stuck for around 20-40 seconds before opening up. These two could be
separate issues.

Would appreciate any feedback to resolve these.
