You might want to try manually connecting to the mail servers that you are
trying to send to with a telnet seesion. The syntax is as follows:
telnet ip_address 25 enter
helo enter
mail from:user@doamin.com enter
rcpt to:user@domain_sending_to.com enter
data enter
test enter
 enter
enter

If this does not give you a clue as to why your server cannot send the
mail, then you should do the telnet connection as you are running netmon
and evaluate the traffic on port 25.
