ISA permissions

Sorry...
The detail is..a client need go other web download and
upload data everyday, but the program can not pass the
ISA, I add client address set for protocol rules, and
destination sets for site and content rules, still can not
go through the ISA, (The client is no problem go internet)
Is anyway can let this client don't need any permissions
go through the ISA ? Thanks for help
