Update to my situation - regarding the Security Event Log:

In Microsoft Management Console, I have set "Audit Account Logon Events" and
"Audit Logon Events" to show both "Successes" and "Failures". The "Local
Settings" look okay, but the "Effective Settings" are still set to "No
Auditing". I have unsuccessfully tried to get the "effective settings" to
change to "Success, Failure" (thereby matching the "local settings") for
almost a year but am completely stumped. I've done extensive online
searches but to no avail.

Anyone have any suggestions?
