Got it working!

Turns out my ISP has tightened up the mail servers on their end.

To test SBS2003 before deploying on customer premises I installed a second
SBS2003 for my own domain.

Both external NIC's are on the same subnet.

To satisfy name resolution needs I added reciprocal entries in each server's
hosts file. i.e.
Domain1 hosts file contains entries for Domain2 and Domain2 hosts file
contains entries for Domain1.

With this arrangement I can access each SBS server from the other SBS
server. (RWW/OWA).

I can send and receive mail from each other via SMTP.
