"run as" command ?

My reading recommends that no server should use his/her
machine while logged in as a local administrator to
prevent virus damage. Instead as a restricted user we
may operate programs that require administrator
priveleges using the "run as" command. I change my user
profile to a "user" on both the domain and the local
machine, however, when I right click on a program I see
no "run as" option. Ironically, that option is
available to me only when I am logged on as a local and
domain admin. What am I missing her?
