Can't send Email in OWA on a 2003SBS

I am performing this test from a newly formatted and
installed Windows XP Pro machine with all of the Windows
and IE patches and updates installed.
I can sign into the RWW and acess OWA and see my Inbox
just fine. However, when I click New to create a new
message, a new message window pops up and loads with
Errors on Page. The details when I click on the
exclamation point are -

Char: 36
Error: 'g_fLoadComplete' is undefined
Code: 0

I can type the email and hit send, but the Windows of the
Email just turns into another window of my Mailbox like
the one that is already open, and nothing goes into sent
mail.
If I try to reply to a mail, the same thing happens, but
the URL error is

However when I hit send on a reply, the left hand side of
the Window turns into the Folder List, but the right hand
side remains the Reply Message, ready for me to hit send
again.
If you ever saw on a PC when you tried to run Windows
Updates, and when you clicked Review and Install updates
and it would open another Update window inside the
original one, creating a hall of mirrors effect, this is
kind of what it looks like when I reply.
