Limit in Remote Connections?

Does anyone know if there is a limit to the number of remote (VPN)
connections in SBS 2003 Standard?
I have 30 licenses including the five that come standard. Today, with 21
users local and five connecting through a VPN, I could not get a sixth
remote connection. (I remotely connected to my home net and tried to connect
myself, but the connection attempt seems to just hang, and then gives an 800
error, the same thing that was happening to one of the users who called me
and complained that he couldn't connect, and when the attempt finally times
out, he received the 800 error.) Later, after the other remote users were
all disconnected for the day, I tried again, and it connected nearly
instantly, as I am accustomed to seeing.
Is this normal behavior for SBS 2003 Std.? Is there a way to set the number
of RRAS connections?
Connection is business cable 384/2000 Kbs.
