Exchange services won't start on clean SBS 2003 install

I keep getting the same Exchange errors on startup after a clean
install (before any configuration) of SBS 2003 Standard. Before I
even get a chance to login, it says a driver or service failed.
Exchange won't start. I get 7000, 7001, 7009 events basically saying
Exchange is timing out. When I check services, Exchange System
Attendant and Exchange Information Store are set to automatic, but not
started. I can start them manually, but on a restart the same thing
happens again.

The interesting thing is that, I did a clean install with an
evaluation version of SBS 2003 RC1 (first version). Exchange has no
problems starting. But when I reinstall with the full version, it
happens again.

I've found others who have had this same problem, but no solution that
works yet. Does anyone have any experience with this problem? It
would be greatly appreciated.
