Well the good news is that it is now working!

It turned out to be a site within the default website, the customer had
published their website with frontpage onto their local server. Removed the
site and the ICW ran!

Thanks to everyone for your help and suggestions, I was so adamant that no
other site was on the server, still, until we get rid of all the users, our
network problems will carry on <grin>
