POP3 connector not receiving external mail

I have the POP3 connector on a 2003 server with Exchange. Many users are working fine but the new users I have added cannot receive external email. They can send and receive internally and they can send external mail. Other users are not having any problems so I have rulled out any global type setting in the connector or Exchange. I am getting errors in the event log each time I download. they are 1023, 1029, 1036, 1019, and 1022. I can't find any information on these error codes.
