SQL Question

I know I have seen some posts about this but can't find them but I had a
person ask me if they could get SBS 2003 Premiumn and install just SQL to
host a website with a SQL backend. I said I thought there was some issues
with this but couldn't remember what they where with the lic and
such.Thoughts?
