Just in case, verify "Temporary ASP.NET Files" folder have full control for
Local Service and Network Service.

Local Service and Network Service account: Read & Excute, List Folder
Contents, and Read permissions to
%windir%\Microsoft.NET\Framework\v1.1.4322.

Local Service and Network Service account: Full Control permission to
%windir%\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET Files.
