Automatically toggle ISA firewall client on laptop

I have performed the research in our internal resource and the Internet.
Fortunately, I have found a tool fwDetect in ISATools.org web site at last.

fwDetect (previously known as the LAN Connection Checker or cmNetDetect) is
aimed primarily at laptop users who, when connected to their office LAN,
use the Microsoft ISA Server and Firewall Client software to access the
Internet.

When not connected to the LAN, these users must remember to disable the
Firewall Client in order to use dial-up Internet connections. fwDetect
checks for a LAN connection and automatically enabled or disables the
Firewall Client software accordingly.
