I believe you have found a solution but not cured the problem.

Why is the lappy, on the internal network, getting DHCP from a device on the
external network?
Why is your SBS external interface getting a 66... address from the router
at 172...?
Why are both your internal network and router in the same subnet when you
have a dual homed SBS?
