Your best best is to look for a product line that sells the modules
individually. You could buy the Server product with the minimum of licenses
and then purchase an email exchange AV with the 20 licenses you'll need for
all your pc's.

For example, AVG Anti-Virus (www.grisoft.com) sells AVG Network Edition with
2 licenses for $75.00. You could then purchase AVG Email Server Edition
with 20 licenses for 360.00. (both prices are for 2 years) When your
client pc's come up for renewal, just start purchasing additional AVG
Network Edition licenses so you can start benefitting from centralized
management.

You could probably do something like this with Norton or Trend Micro if you
research it, but I think most will agree that if you're going to go that
route, just buy the suite because its probably cheaper that way.

p.s. - 20 copies of Norton AV??, maybe you could get a credit from
symantec/distributor towards the Norton Server Suite, probably a good bet
unless you just purchased 20 copies from best buy...
