POP3 mail and SBS

We have a specific client who requires the use of POP3 to download his messages when he is remote. We have gone ahead and enabled POP3 and it seemed to be working fine. However, when he did his first "download" of everything in his Inbox it stopped working about half way through. The basic stats are:
Total msgs to download: 109
Size of all msgs: 4.5 meg
Downloaded: 45 which was approximately 2 megs
At this point, server stops downloading and Outlook or Outlook Express error out saying it has been waiting 60 seconds and should it continue to wait. When I say yes, it just cointinues to hang. Any ideas on what could be causing this?
