 I know that the DACL should have to do with setting permissions on those folders. By default the Client Apps folder should have the following permissions:

Share: Domain Users Full Control (Shared as "ClientApps")

NTFS: Inherited From Parent
-Administrators "Full Control"
-Creator Owner "Special Permissions"
-System "Full Control"
Users "Read, Read & Execute, List Folder Contents"

See if setting these permissions manually on the ClientApps folder changes anything for you.
