Have you seen or tried the hotfix for this one :
http://support.microsoft.com/?id=833992 ?

SYMPTOMS
When you use the Post Office Protocol 3 (POP3) connector to download e-mail
messages to a Microsoft Windows Small Business Server 2003-based computer,
scheduled downloads may not occur.

The Imbdownl.exe process may use 25, 50, or 100 percent of the CPU resources
that are shown in Task Manager. If you end the Imbdownl.exe process, the
scheduled downloads will occur.

The application log may contain an event that is similar to the following:
Event Type: Warning
Event Source: POP3 Connector
Event Category: Download
Event ID: 1067
Computer: Computer_Name
Description: There was an error logging out from the POP3 server. The error
is -2147014858 (An operation was attempted on something that is not a
socket.). All the messages will remain in the server and its recipients may
receive it more than once.
