Roger,

As a test can you try setting all of your other instances of SQL/MSDE to
disabled (including their associated services/apps/agents sqlagent$name,
SharePoint Timer Service for example)
Reboot the server
Then see if you can install the SBS Monitoring component.

Be sure and note down their original startup values so you can change them
back after the test.
