Help, install ISA and loose internet and exchange pop3 download

If you're installed in caching only mode, ISA cannot block
anything.
You're misconfigured wrong somewhere, pointing to a wrong
location.
Or, you're not really in caching only mode.
Are your browsers properly configured as Web Proxy clients?
