Hello Chester,
For the BCM addin to install on Outlook 2003, it simply checks the registry
key AND checks to see if Outlook is running in cached mode. Your registry
key looks fine, are you running Outlook in cached mode?
Just to be clear, is the issue the BCM install or configuring Outlook to use
the BCM service in the profile?
