Odd windows 98 logon behavior.

One workstation must run windows 98 (attached to some proprietary hardware).
I downloaded and installed the dsclient, then placed the firewall client.

The administrator account and some power user accounts can logon from the
windows98 workstation. Other users, however, cannot. I promoted a user to
power user and still could not logon.

What group or permission could account for this behavior?
