You must tell Exchange you want it to handle the domain. Either run the
Connect to the Internet wizard and specify test1.mydomain.com as your
email domain, or modify the Recipient Policies within Exchange to add
test1.mydomain.com.

Most ISPs do not want people checking their mailbox every 2-3 minutes.
And there's also the consideration that if you're using a single
mailbox for an entire organisation, it could take several minutes to
download all the mail (if you have high volumes, or large attachments).
Realistically, a 15 minute minimum interval for POP3 downloading is not
unreasonable. If you want faster delivery, switch to SMTP.
