Best Exchange / Outlook setup for outside mail

I need to setup SBS and outlook so that users can
get/read their mail both in the office and on the road/at
home with out OWA and storeing the mail box on SBS.
In this setup our e-mail is hosted off site (pop3)
our ISP is a wireless / radio system and the only IP we
can gt is in there network a 10. private IP
Therefore users cannot get to OWA from home so in order
for users to check there mail at home they will setup a
pop3 account in Outlook from their home computer and have
it set to leave a copy of the message on the server
Therefore the above issue prevents me from using the POP3
connector for these users because the pop3 connector
removes messages as it downloads them to SBS 2003.
But they would like to use the SBS / exchange to store
there outlook data / Mail box for backup reasons

the best setup for this???
or is there a way to configure the POP3 connector to
leave a copy of the message on the server?
now I have thought about a few ways but I would appercate
your input I know this is a long one but I need some
input so thanks very much for your time ;)
