So I'm in Server Mangement.
I navigated to Advanced Mangement> Group Policy Mangement> Forest:
name.local> Domain Controllers > Default Domain Controllers Policy
On the right I have four tabs: Scope, Details, Settings and Delegation.
I've clicked on the Settings tab and have verified that all those settings
match the settings you told me should be there.
On my local machine:
