Password Migration fails SBS 4.5 to SBS 2003

I have test SBS 4.5 and SBS 2003 servers running to test
the migration. I have a total of one user (not counting
administrtor) in the test SBS 4.5.

I have followed Knowledge Base Article 832221 to set up
the source and destination servers for passowrd migration.

I get the following in the user account migration wizard
log....

2004-03-22 13:20:21 WRN1:7557 Failed to copy the password
for test1. A strong password has been generated instead.
Unable to copy password. The RPC server is unavailable.

Any suggestions on what I should do to remedy this?
