Net Send is the Messenger Service (not to be confused with
Instant Messenger).
You can also use a graphical interface by opening up the
Computer Management applet, rt-click on the root
node, "All Tasks..." Using this tool can avoid mistakes
omitting parentheses, etc.
The User does not have to be logged in to receive the
message, but the machine has to be on. The next time the
User logs on, the message should pop.
