Do you have anything that could be scanning the mail or interfering with
the email exchange, such as a hardware firewall, Exchange aware A/V
software, etc?
If you configure a Pop3 client such as Outlook Express to Pop the mail
directly from the ISP, is it in the correct format?
There are settings in Exchange for sending email but not receiving. These
settings are shown to the right of the Internet Message Formats, you should
set a Default entry. On the properties of that is a Message Format tab.
You can force items to plain text here, but I believe that only affects
outbound email.
If you send local email from userA to userB through Outlook is the message
delivered in the correct format?
