External users accessing Excel "application"

Until now, I have had only 1 external user. To allow him access to an
important excel application (a set of highly linked workbooks with a lot of
VBA intertwined), I set up a computer on the LAN and would have him use
remote desktop to log in.
Now I will be having more remote only users and am trying to think through
my options.
My priorities are:
1) Ease of use for the users.
2) Manageability for me.
3) Cost relative to the effect on priorities 1 and 2.
I prefer using remote desktop because it allows full screen mode on a
secondary monitor, which my users will have. Therefore, I will be sticking
with VPN into the LAN and RD to the local machine unless someone can talk me
out of this.
My question is, can I set up a seperate Windows 2003 server on my SBS 2003
network install one copy of Excel on this server and have multiple users
logged in at the same time to thier own desktops all using Excel at the same
time?
Is there a better approach?
