Disable Exchange Forms Based Authentication:
1. Open Exchange System Manager
2. Expand Server, <server name>, Protocols, HTTP
3. Right-click Exchange Virtual Server, Properties. Settings tab.
4. Uncheck Enable Forms Based Authentication. Click OK.
5. Go to a command prompt, type "iisreset"

Now, at the server, can you http://locahost/exchange or
https://localhost/exchange?

If still not working...let's recreate the OWA

1. Go to IIS, right-click servername (local computer), Properties.
Backup/Restore Configuration to save a copy of IIS settings
2. Make a backup of WINDOWS\system32\inetsrv\MetaBase.xml
3. Expand servername (local computer), Web Sites, Default Web Site.
4. Delete Exadmin, Exchange, ExchWeb, Microsoft-Server-ActiveSync, OMA (Do
Not delete exchange-oma)
5. Stop IISAdmin service
6. Open MetaBase.xml with Notepad.
7. Locate the following object where ID = 61472

  <Custom

        ID="61472" (<---- This one)
        Value="53322"

8. Change the Value to "0". Your original number will not be "53322".
9. Save the file.
10. Restart all the services stop by IISAdmin
11. Restart Exchange System Attendant
12. Run CEICW (ToDoList -> Connect to the Internet). Make sure you select
Enable Firewall.
