Dear John,
thanks, you are a life-saver!
We had exactly the same problem.
The exact solution for other poor souls:
English software:
Exchange - system manager
Global Settings
Internet Message Format
"Default" format
Advanced tab
German software:
Exchange - System-Manager
Globale Einstellungen
Internet-Nachrichtenformate
"Standard"-Format
"Erweitert"-Reiter
Thanks again!

I got it. I had failed to allow message forwarding on the server side.
Thanks

Good evening,
A client is having issues with setting server-based rules onto Exchange 2003
from Outlook 2002 and/or Outlook 2003. The previous week, this account was
migrated from an old Exchange server (5.5) over to this new one running 2003
(SBS). After that, his rules became inactive - I could not even delete
them. The migration was preformed using the Exmerge utility.
In an effort to repair the issue, I used Exmerge on the new server to
archive and delete the rules attached to the user's existing account. I
then re-created the rule and still receive the following error when saving
it: One or more rules could not be uploaded to the Exchange server and have
been deactivated. This could be because some of the parameters are not
supported or there is insufficient space to store all of your rules.
I then tried using MDBVU32 to delete the Inbox rules as detailed in
KB320022. I removed all of the items from the area specified.
I then re-created a simple forward rule using the OWA
client, figuring that this would create a rule directly on the server in a
simple fashion. No go. Then, I deleted that rule, started OL2003 and
created a simple forward rule. Still no go. Even with leaving the OL2003
client open on the desktop, the rule does not process. These symptoms are
the same for all users on the SBS2003 server. I even tried using the Out of
Office assistant and did not receive the expected automated reply. I did
verify that the user can send an email message directly to the address in
question. So, email send through Exchange does work. The forward type
rules do not process no matter if the sender of the original message is
internal or an Internet-based sender.
To further investigate the issue, I created a rule that moves certain new
messages to a different folder. This rule worked. So, it looks like rules
are working, just not the forward or redirect ones.
This issue actually happens with all users on the server - not just the one
I mentioned. And, it does not look like an issue of client-side rules are
working but server-side ones are not. I say this because the folder-move
rule works. (Or am I wrong in this - is moving a message to a different
folder with a rule a client-side only thing?)
I then created a new user account with
an Exchange mailbox. This assures that I am starting with a fresh,
non-corrupt mailbox.
I then connected to the account through Outlook 2003 and had the same
issues.
To follow-up on this, I decided to create a forward rule that forwards to
both an internal contact (from the Global Address Book) and to the external
recipient. Well, the internal person got, the external one did not. So, it
looks like the server is refusing to forward messages to external email
addresses. Although, users can manually create a message to the same
external recipient and it will go out fine. Is there a security setting on
the server that prevents forwarding of email to an external address? Is
there anything else I can check?
Any input would be greatly appreciated - this is driving my nuts!
Thanks!
John
