If you use TZO, they supply a client side app that installs on the server,
and can be configured to check for any change to your IP address as quickly
as every 10 minutes. I've been running TZO for several years on several
SBS2000 & 2003 servers with no problems or issues.
Furthermore, when I knew I was going to be taking the server down for
repairs over a weekend, I called up TZO and they offered to give me a store
mail backup for that time period, at no extra cost, to ensure that no mail
was lost or delayed.
