experiencing database and sharepoint issues in new/clean install

Hello all. I've done a couple of searches and don't see
anything on topic.

Item #1) Event Viewer Shows an Application Log error:
Source: SQLAgent$SHAREPOINT
Event ID: 324
Description: SQLAgent is not allowed to run

Item #2) Event Viewer Shows an Application Log error:
Source: Windows SharePoint Services 2.0
Event ID: 1000
Description: #50070: Unable to connect to the database
STS_Config on CRACKERBOX\SharePoint. Check the database
connection information and make sure that the database
server is running.

This setup is a clean install of Server 2003 SBS w/ SQL
2000 & SP3a along with ISA Server ... basically what came
in the 'premium' package.

MS Baseline Security Analyzer V. 1.2 tells me that
SBSMONITORING is missing a critical security patch covered
by KB815495. HFNetChkPro 4.2.0.1 also identified
SBSMONITORING (I think that this is the non-SQL Server DB)
as missing the same patch.

I download that patch and it won't apply to the
SBSMONITORING database. I use windows authentication and
when the patch goes to apply, I get the following error:
"Hotfix is unable to start the service login for
verification."

I also tried to apply this same patch to SHAREPOINT and
receive an error at the end, referencing the error log,
which reveals:

=== Version check on sqlservr.exe 8.0.880 shows different
major build of sqlservr.exe than hotfix build number
8.00.818
 
 
=== NOT RUNNING SCRIPTS
The build number of SQLSERVR.EXE and HotFix package did
not match. This happens
when SQLSERVR.EXE was not replaced because the version was
higher than the Hotfix build.
In these cases Hotfix will not run any scripts and return
error code ERROR_BAD_ENVIRONMENT
 
Error message: Error running SQL script. Please view the
log file for details.
INSTALL FAILURE: Hotfix failed to apply the patches on
instance SHAREPOINT, the error code returned was: 10
<EndFunc Name='DoSQLHotFix' Return='10' GetLastError='0'>

Lots of data here, I hope it is helpful ... if there are
questions, please let 'em rip. I really want to get this
up and running!
