full cpu usage

sometimes my server get slower and i can't work on it
anymore.
if i check the task manager, i find that the cpu usage
is : 100% , and in the processes i find
that: "wmiprvse.exe" is taking about 45%,
and "svchost.exe" is also taking about 44%...

so why this happens ?
it's hapining alot lately ...
