I have a similar issue. I keep deleting it and it always comes back. I also have a user that is a Power User that Server Management also launches each time at logon. If the user closes Server Management, the user gets automatically logged off for some reason. I keep deleting the shortcut in the Startup folder and it always comes back. The Power User is logging on to the server via Remote Desktop as a non console user.
