What mechanism makes Administrator get postmaster@domain ?

I want to make another user postmaster. Actually, I want to make a
distribution group postmaster with me as the only member.
WHY? Multiple domains. By having the postmaster DG the default recipient
policy will give postmaster pm@dom1, pm@dom2, pm@dom3, etc...
