Domain Time Sych does not work

This is first - no clients can time-sych with the
domain . . their event logs say they can't find a doman
controller.

facts:
1. client dns settings point to the SBS server which is
the only domain controller.
2. windows-time-service is running on the domain
controller and all the clients.
3. the domain conroller is successfully synchronizing with
an external sntp time server.
4. the domain controller holds the fsmo PDC emulator role -
 of course, but checked it anyway.
5. all the dns domain SRV records in the SBS exist and
point to the SBS.
6. the A record for the SBS shows the correct IP
7. no other dns problems.
8. client machines have domain accounts.
        -group policies apply to clients with no problem.
        -no login problems
9. their are no network connectivty or load problems.
10. no other evetn log errors on the SBS or clients
machines

 what else is there ?
