Mail to option Grayed out in MS shared Fax service console

USers are unable to open the console and use the mail to
option to forward a fax sitting in the Inbox to an email
adress. The option is unavailable. Grayed out? I have
verified fax admin rights for the user. Any help would be
appreciated.
