What happens if you use a regular command line FTP program?

You will probably need to take a network trace of the issue.

It could be an issue with the FTP program, or somethine inbetween the
client and the server may be fragmenting the packets and incorrectly
reassembling them.

Does the FTP program work from a client inside the local LAN or from the
from the server itself?
