Clients cannot find DHCP Server

Server Unreachable probably means physical network
connectivity issues... because DHCP works as a broadcast
before anything else happens (even before you can contact
a DC which would require an IP address).
Aside from that, verify your DHCP is "authorized" in the
DHCP server properties.
