>From memory you can do it with a GPO.
Use the group policy management snap in.
Create a new GPO.
Edit the GPO so that the screen saver options are set. If its defined in the
computer section and not the user disable the user. If its defined the user
section and not the computer disable the computer section of the GPO.
Then create a link to the GPO from either the Computer OU or the Users OU.
The policy should then apply after the next Group Policy update. If you want
to force this on the workstation. Type gpupdate /force at the command prompt
on the workstation.
Inside the Group Policy you can also specifiy lots of other options for the
desktop environment.
