Pat, you are correct that port 1723 needs to be directed to the server.
Also, the PPTP service you refer to is commonly called GRE/47 (not 46) - and
as you noted, it is NOT a port to be open, but is a protocol to be enabled.
Linksys routers also refer to it as 'enable PPTP'.
